Programme Specialist - Inclusive Socio-Economic Development [open To Internal And External Applicants]
Organizational Context
The United Nations Development Programme (UNDP) in Brazil supports public and private institutions in achieving a more sustainable and inclusive society. The Inclusive Socio-Economic Development Unit focuses on poverty reduction, social policies, infrastructure, health, innovation, and inclusive growth. This role operates under the direct supervision of the Assistant Resident Representative (Programme) and coordination of the Deputy Resident Representative, managing a thematic portfolio and providing high-level policy advice.
Job Purpose
The Programme Specialist is responsible for managing the UNDP programme within assigned thematic/sectoral areas. This involves analyzing political, social, and economic trends to lead programme formulation, management, and evaluation. The role provides high-level policy advisory services and promotes the inclusion of cross-cutting programme considerations, with a focus on vulnerable groups. The Specialist supervises programme teams, coordinates project activities, and collaborates with various stakeholders, including government, UN agencies, donors, and civil society, to ensure successful programme implementation and alignment with strategic priorities. The position also drives innovation in programme design and delivery, leveraging digital technologies and evidence-based approaches.
Responsibilities
Key responsibilities include contributing to the analysis of the country's political, social, and economic situation and informing strategic documents like the UNCCA/UNSDCF and CPD. The role involves providing policy advice for strategic plans and programmes in areas such as poverty reduction, SDG achievement, and public-private partnerships. Effective programme management is crucial, encompassing quality assurance, risk management, and oversight of planning, budgeting, implementation, and monitoring, ensuring alignment with UNDP rules and RBM principles. The Specialist will also foster innovation in inclusive socio-economic development by managing research, developing knowledge products, and adapting policies. Building strategic partnerships with UN agencies, IFIs, governments, donors, and civil society is essential for resource mobilization and programme success. Finally, the role requires providing high-quality advisory services and facilitating knowledge management by preparing country profiles, policy briefs, and synthesizing best practices.
Work Experience
A minimum of 5 years (for Master's) or 7 years (for Bachelor's) of relevant and progressively responsible experience in socio-economic development programme management is required. Proven experience in Results-Based Management (RBM), project design, and public policy analysis is essential.
