Project Manager [open To Internal And External Applicants]

Job Purpose
The Project Manager will be responsible for the comprehensive management and implementation of designated projects within the Energy and Environment Unit. This role involves ensuring project delivery in alignment with UNDP policies and procedures, overseeing daily operations, budgeting, planning, and monitoring. The position requires close collaboration with the Project Board, national counterparts, and various stakeholders to achieve project objectives and outcomes. The Project Manager will also focus on capacity development, risk management, strategic partnership building, and facilitating knowledge sharing to maximize the impact of UNDP's interventions in Kazakhstan, contributing to the country's sustainable development priorities and the achievement of the 2030 Agenda.
Responsibilities
Manage designated Energy and Environment Unit projects according to UNDP policies and procedures. Supervise and coordinate projects, ensuring alignment with Project Documents and POPP. Oversee day-to-day project operations, including budgeting, planning, and monitoring. Develop Annual Work Plans and manage budget revisions. Support the Project Board with timely information and prepare meeting documentation. Coordinate project exit strategies and ensure adherence to closure procedures. Provide policy advice and support national counterpart capacity development through knowledge transfer. Monitor progress, manage risks, and report on project status, issues, and corrective actions. Develop and implement M&E plans, track progress against indicators, and ensure timely donor and project reporting. Oversee financial monitoring and compliance. Maintain risk and issue logs. Coordinate partner meetings and facilitate reviews and evaluations. Track cross-cutting plans (gender, safeguards). Utilize digital tools for data management. Develop and maintain strategic partnerships with stakeholders, including government, donors, and the private sector, and contribute to resource mobilization. Facilitate knowledge sharing, capacity building, and advocacy related to project themes.
Work Experience
A minimum of two years of relevant experience is required for candidates with a Master's degree, or four years for those with a Bachelor's degree. This experience should be at the national or international level in management advisory services, or hands-on experience in project design, monitoring, evaluation, leadership, and management of development projects.
