The United Nations Development Programme (UNDP) Istanbul Regional Hub (IRH) supports development efforts across Europe and Central Asia. IRH provides policy advice and implements regional projects. This role is within the Prosperity and Wellbeing Team, focusing on a multi-country assessment of socio-economic vulnerabilities of Roma communities in the Western Balkans and Türkiye.
Job Purpose
The Regional Project Manager will oversee the day-to-day management of a multi-country assessment project focused on the socio-economic vulnerabilities of Roma in the Western Balkans and Türkiye. This role is crucial for ensuring the effective planning, implementation, monitoring, and reporting of project activities, including quantitative and qualitative surveys. The position contributes to generating evidence on Roma vulnerability drivers and supports the Istanbul Regional Hub's knowledge management function by integrating project data and analysis into broader regional knowledge products and platforms. The aim is to build data literacy and analytical infrastructure through programmatic work, aligning with the 2030 Agenda for Prosperity and the principle of leaving no one behind.
Responsibilities
The Regional Project Manager is responsible for the comprehensive management of the multi-country assessment project. This includes leading project planning, implementation, monitoring, and reporting in line with UNDP procedures and financial regulations. Key duties involve managing annual workplans, procurement, and budgets, overseeing administrative and financial aspects, and fostering synergies with other regional projects. The role requires effective monitoring and results-based management using UNDP tools, proposing framework updates based on lessons learned, and drafting high-quality donor reports for the EU (DG ENEST). Strategic partnerships and advocacy are essential, involving presentations at events and coordination with counterparts like the World Bank. The manager will also facilitate knowledge management by preparing analytical reviews, disseminating lessons learned, and supporting the IRH's knowledge management plan, including data support and quality assurance for analytical outputs.
Work Experience
A minimum of 5 years of relevant experience is required for candidates with a Master's degree, or 7 years for those with a Bachelor's degree. Experience should include managing complex, multi-stakeholder, multi-year programmes. Technical experience in poverty reduction, local development, and social protection is necessary, along with experience addressing development challenges for vulnerable populations in Europe and Central Asia. Experience with UNDP project management systems or an internationally recognized certification is desired.
