Organizational Context
The United Nations Development Programme (UNDP) is a global organization focused on sustainable development and achieving the Sustainable Development Goals (SDGs). Within its Bureau for Policy and Programme Support, the Nature, Climate Change, Energy, and Waste Hubs promote integrated approaches and nature-based solutions. This role is part of the GEF8 Umbrella programme in Eswatini, focused on developing the country's first National Biodiversity Finance Plan.
Job Purpose
This role serves as the Project and Senior Sustainable Finance Specialist for the GEF8 National Biodiversity Finance Plan development in Eswatini. The purpose is to lead and manage in-country project activities, ensuring effective implementation, strong partnerships, and adherence to timelines and quality standards. The specialist will provide senior technical expertise, guide the national team, and ensure the successful development of key project deliverables, including the Biodiversity Finance Plan, contributing to national biodiversity goals and the Montreal-Kunming Global Biodiversity Framework.
Responsibilities
Project Management: Oversee national consultants and experts, manage work plans and budgets, supervise team performance, and ensure timely delivery of high-quality outputs. Organize project workshops and establish a national Steering Committee, maintaining communication with key stakeholders like the Ministries of Finance and Environment. Monitor project risks and ensure alignment with national and global biodiversity finance processes.
Technical Tasks: Provide technical leadership in sustainable finance, ensuring integration and consistency across workstreams. Guide the national team in completing project deliverables using the BIOFIN methodology, including the Policy and Institutional Review, Biodiversity Expenditure Review, Financial Needs Assessment, and the Biodiversity Finance Plan. Provide quality control and technical support for data collection, analysis, and validation.
Reporting & Communication: Lead national project monitoring and evaluation, drafting reports for submission to the global team. Coordinate workshop reports and review technical documents. Develop communication materials such as publications, press releases, and policy briefs. Liaise with relevant UNDP and external initiatives.
Knowledge Management: Ensure capacity building activities are organized and implemented. Identify opportunities for documenting and communicating best practices, programme results, and lessons learned. Support the establishment of knowledge platforms and develop resources for sharing.
Work Experience
A minimum of 7 years of experience (with a Master's degree) or 9 years (with a Bachelor's degree) in implementing environment, biodiversity, or finance projects at the national or international level is required. Experience with computer software, spreadsheet, and database management is necessary. Private sector experience and knowledge of public finance are highly desirable.
