Organizational Context
The United Nations Development Programme (UNDP) in Kyrgyzstan has supported the country's development since 1992. As the UN's lead agency on international development, UNDP works to eradicate poverty and reduce inequality, helping countries build resilience and achieve Sustainable Development Goals. The Operations team provides essential support, including HR and administrative services, to the Country Office and programme implementation.
Job Purpose
The Human Resources and Administrative Assistant plays a crucial role in supporting the UNDP Country Office (CO) in Kyrgyzstan by ensuring the efficient and compliant execution of Human Resources and Administrative services. This position contributes to the overall effectiveness of the CO by facilitating smooth operations, maintaining high staff morale, and ensuring timely delivery of services. The role involves managing recruitment processes, personnel contracts, HR data, and administrative tasks such as travel arrangements, payments, procurement, and event support. By providing proactive, client-oriented support, the Assistant ensures adherence to UNDP policies and procedures, impacting improved business results and client services.
Responsibilities
The Human Resources and Administrative Assistant is responsible for implementing HR and administrative strategies, ensuring compliance with UN/UNDP rules and regulations. Key duties include managing recruitment processes for various appointment types, processing personnel contracts, and maintaining HR data in ERP systems. The role also involves administering HR processes, supporting onboarding, maintaining HR records, and assisting with performance management. Administratively, the Assistant handles travel arrangements, processes payments, manages small-scale procurement, oversees office supplies, and supports event organization. Additionally, the position is responsible for maintaining administrative records, managing cost-recovery for services, and updating the CO Intranet. The role also supports knowledge building and sharing initiatives within the office.
Work Experience
A minimum of five years of responsible administrative/operations and human resources experience is required with secondary education. This requirement is reduced to two years with a Bachelor's degree. Experience in HR services (recruitment, onboarding, separation), administrative services (procurement, events, travel), ERP systems, and client management is desirable.
Skills
Proficiency in computer and office software packages (MS Word, Excel, AI tools). Strong communication skills, both written and verbal. Digital awareness and literacy. Customer satisfaction and client management abilities. Experience with travel desk operations and event management is desirable. Fluency in English, Kyrgyz, and Russian is required.
