Job Purpose
The ICT Associate - Head of ICT Unit provides leadership and coordination for delivering high-quality ICT services within the UNDP Country Office's Common Premises Unit. This role is pivotal in ensuring the efficient, secure, and cost-effective management of common premises, assets, and services for co-located UN agencies, funds, and programs. The incumbent drives strategic planning, oversees infrastructure management, supervises the ICT team, and ensures strict compliance with corporate ICT policies and standards. By promoting a client-oriented approach and leading comprehensive ICT support operations for the Common Premises and associated offices, this position directly contributes to enabling all Participating Agencies to focus on their core mandates. The role ensures a robust, secure, and reliable IT environment, encompassing strategic oversight, operational excellence, cybersecurity, and sound financial management of ICT resources.
Responsibilities
The ICT Associate - Head of ICT Unit leads the common premises ICT team, coordinating the implementation of ICT activities and services to align with UNDP operational needs and standards. This encompasses strategic planning, project management, and overseeing the integration, decommissioning, and repurposing of ICT infrastructure, alongside developing local ICT budgets, procurement forecasts, and asset management reports. The role manages local IT support operations, including helpdesk services, network availability, and end-user support, while supervising national CP ICT staff and contractors and liaising with external service providers. Key responsibilities involve working collaboratively with the UNDP ICT Team on all aspects of common premises network and security management. This includes planning, implementing, and maintaining secure network infrastructure, monitoring performance, and ensuring compliance with UNDP security policies. The incumbent participates in strengthening cybersecurity measures, monitoring firewalls, and responding to security incidents, ensuring robust ICT security and business continuity planning. Additionally, the role supports IT project coordination, prepares administrative actions, and provides guidance to junior staff. Financial duties include calculating cost estimates, assisting with budget and audit reports, assessing service costs, and managing billing and expenditure records. The incumbent leads a national ICT team and coordinates closely with UNDP ICT units, regional offices, global support teams, and partner agencies.
Work Experience
Minimum 7 years of relevant experience with a high school diploma, or 4 years with a Bachelor’s degree. This experience must include developing and implementing ICT strategies, managing ICT services and teams, working with hardware/software platforms, telecommunications, Windows-based applications, and web design. Experience with user-centered designs and user research/testing is also required.

Technical: LAN/WAN design, Cisco/Meraki network/firewall systems, IP addressing, network monitoring, infrastructure upgrades, cybersecurity frameworks, firewall configuration, intrusion prevention, disaster recovery, UN/ISO 27001. Operations: Service desk management (SLAs), IT asset management, telephony (VoIP/CUCM/Teams), VTC operations, emergency systems, Windows/UNIX servers, VMware. Management: Customer satisfaction, communication, working with data, digital literacy, IT customer support, user experience analysis. Languages: Fluency in English and Arabic required; Kurdish desired. Certifications: ITIL, ISO 9001, ISO 20000, ISO 22301, CCNP, MSCA, MSCE, MCP desirable.
