Organizational Context
UNDP Ukraine supports public authorities in advancing sustainable recovery and resilience in the critical district heating sector. This is achieved through capacity building, project development, and advisory services, often in partnership with financial institutions like the EIB. The Community Engagement Associate role supports the Ukraine District Heating Programme Technical Assistance, focusing on stakeholder engagement and communication to enhance project implementation and sustainability.
Job Purpose
The Community Engagement Associate will support the implementation of the Ukraine District Heating Programme by focusing on stakeholder engagement, communication, and outreach activities. This role is crucial for ensuring effective coordination with municipalities, communal utilities, and other partners, facilitating information flow between UNDP, financial institutions, and local authorities. The Associate will help organize consultations and events, gather stakeholder feedback, and ensure inclusive engagement, particularly with vulnerable groups. By supporting the preparation of communication materials, awareness campaigns, and knowledge management, the role contributes to the Programme's objectives of strengthening institutional capacity, improving project bankability, and facilitating access to sustainable finance for district heating modernization, ultimately enhancing energy security and operational reliability in Ukraine.
Responsibilities
The Community Engagement Associate is responsible for supporting community engagement and stakeholder coordination by establishing and maintaining communication with municipalities, utilities, and local authorities. This includes organizing and facilitating meetings, workshops, and public consultations, and ensuring clear information flow between UNDP, financial institutions, and technical partners. The role involves stakeholder mapping, collecting feedback, and facilitating communication with local communities, ensuring inclusive engagement for vulnerable groups. Additionally, the Associate will support communication and outreach efforts by preparing communication materials, assisting in awareness campaigns, and managing communication channels. Responsibilities also extend to knowledge management and programme support, including documenting activities, lessons learned, and best practices, preparing reports, and supporting training sessions and administrative tasks for effective Programme implementation.
Work Experience
A minimum of seven years of relevant experience with secondary education, or four years of experience with a Bachelor's degree, is required. Experience should be in stakeholder engagement, communications, community outreach, or project support. Experience working with development programmes, municipalities, public sector institutions, or international organizations is also necessary.
