Job Purpose
This role serves as the Project Manager and Lead Sustainable Finance Specialist for the development of Chad's first National Biodiversity Finance Plan, under the GEF8 framework. The purpose is to lead and manage all country-level activities, ensuring timely and high-quality delivery of project outputs. This involves close collaboration with a technical team, government counterparts, and stakeholders to integrate horizontal workstreams and ensure the quality of national products and processes. The role contributes to achieving national and global biodiversity targets by designing and implementing effective financing solutions, thereby enhancing sustainable development and resilience.
Responsibilities
Project Management: Oversee national consultants and experts, manage project work plans and budgets, and ensure timely, high-quality delivery of results. Organize stakeholder workshops, establish and convene a National Steering Committee, and maintain communication with key ministries. Liaise project activities with national planning and biodiversity processes, identify implementation risks, and conduct regular team meetings. Technical Responsibilities: Provide key technical leadership in financial matters, ensuring integration and coherence of workstreams. Guide and quality-assure project outputs, including Policy and Institutional Analysis (PIA), Biodiversity Expenditure Review (BER), and Financial Needs Assessment (FNA). Develop the Biodiversity Finance Plan (BFP) and oversee the identification and implementation of financing solutions. Reporting & Communication: Lead national monitoring, reporting, and evaluation. Draft monthly and quarterly reports, coordinate workshop reports, and ensure alignment with global methodologies. Develop publications, press releases, and media products. Stakeholder Engagement: Conduct outreach to national and international stakeholders, including government, donors, academia, and private sector.
Work Experience
A minimum of 5 years of relevant experience (with a Master's) or 7 years (with a Bachelor's) is required, preferably in environmental, biodiversity, or finance-related project implementation. Experience in data collection and analysis, managing work teams, and supervising technical assessments is essential. Familiarity with UNDP project management is a plus.
