The United Nations Development Programme (UNDP) in Timor-Leste supports youth-led Micro, Small, and Medium Enterprises (MSMEs) through initiatives like the Youth Employment and Entrepreneurship Skills (YEES) Project (2022-2027). This project aims to foster youth employment and entrepreneurship, contributing to sustainable economic opportunities and decent work. The National Project Monitoring and Evaluation (M&E) Specialist role is crucial for ensuring project delivery quality and long-term impact on beneficiaries.
Job Purpose
The National Project M&E Specialist will ensure the quality assurance and long-term impact of the Youth Employment and Entrepreneurship Skills (YEES) Project in Timor-Leste. This involves developing and implementing robust M&E frameworks, managing data collection and analysis, and tracking project performance against targets. The role contributes to evidence-based recommendations for project improvement and supports the achievement of UNSDCF/CPD outcome 2, which focuses on sustainable economic opportunities and decent work for all Timorese, especially women and youth. The specialist will work closely with the project team and stakeholders to ensure effective project delivery and knowledge sharing.
Responsibilities
Develop and implement comprehensive M&E frameworks, plans, indicators, and data collection tools aligned with project objectives and logical frameworks. Manage data collection, quality assurance, and field verification, including site visits and validation of reported results. Conduct qualitative and quantitative data analysis, including surveys and key informant interviews, to inform evidence-based recommendations. Maintain and update results monitoring and tracking systems, ensuring accurate performance against targets. Prepare and review M&E reports (flash, quarterly, annual, final), lessons learned logs, and risk matrices. Support cross-cutting compliance monitoring, including environmental, social, and gender aspects. Strengthen M&E coordination with government partners, NGOs, communities, and beneficiaries, identifying and addressing capacity gaps through training and workshops. Facilitate knowledge sharing by ensuring project reports capture best practices and contributing to knowledge networks and platforms. Promote advocacy for UNDP's work and foster collaboration with stakeholders.
Work Experience
A minimum of 5 years of professional experience (with a Master's degree) or 7 years (with a Bachelor's degree) in monitoring and evaluation, results-based management, and communication is required. Experience working with development agencies, preferably within a government system, and demonstrated experience in Timor-Leste's development planning processes are essential. Progressive experience in strategic support for research, data analysis, knowledge management, or project management in development cooperation is also necessary.
