Organizational Context
The United Nations Development Programme (UNDP) supports countries in achieving the Sustainable Development Goals (SDGs) through integrated policy and financing solutions. The Governance, Rule of Law, and Peacebuilding (GRP) Hub, within the Bureau for Policy and Programme Support, enhances UNDP's impact by providing leadership and advisory services. The Local Action Team within the Hub collaborates with local governments to improve public service delivery and achieve SDG targets, fostering innovation and partnerships.
Job Purpose
The Procurement Analyst will support participant local and regional governments in enhancing their Public-Private Partnership (PPP) efficiency to align with and deliver on Agenda 2030. This role will facilitate learning and knowledge generation among municipalities and UNDP country offices globally. The position involves developing and managing innovative procurement strategies, ensuring compliance with UN/UNDP regulations, and optimizing procurement processes for projects and business units. The analyst will also contribute to strategic sourcing, e-procurement implementation, and knowledge sharing initiatives to improve UNDP's support to municipalities in public service delivery, ultimately contributing to peace and development outcomes at the local level.
Responsibilities
Develop and manage innovative, sustainable procurement strategies and policies focused on value for money, fairness, integrity, and transparency. Ensure full compliance with UN/UNDP procurement rules and regulations, establishing Standard Operating Procedures (SOPs) and managing workflows. Conceptualize and implement strategic procurement initiatives, including sourcing, supplier selection, contract management, and cost reduction. Guide and manage procurement processes for the Business Unit, projects, and other UN Agencies, ensuring timely preparation and monitoring of procurement plans. Liaise with technical managers, support evaluations, and manage monitoring systems for RFQ, ITB, RFP, and IC processes. Review and certify submissions to internal procurement review committees and manage procurement contracts. Implement strategic sourcing and e-procurement tools to achieve best value and align purchasing with organizational goals. Develop supplier rosters, evaluation criteria, and Long-Term Agreements. Facilitate procurement knowledge building and sharing through knowledge products, training, and synthesizing best practices. May supervise support staff in the Procurement Unit.
Work Experience
Minimum of two years of experience with a Master's degree, or four years with a Bachelor's degree, in public administrations, preferably at the national level, focusing on service provision, public management, finance, or public policy. Experience with computer and office software packages is required. Experience with UNDP/UN and local governments is desirable.
