Organizational Context
The United Nations Development Programme (UNDP) in Djibouti, in collaboration with the Ministry of Environment and Sustainable Development and funded by the Green Climate Fund (GCF), is implementing a National Adaptation Plan (NAP) project. This initiative aims to strengthen institutional and technical capacities for integrating climate change adaptation into national and sub-national planning, budgeting, and decision-making processes. The role is based in Ali Sabieh and focuses on regional coordination and implementation of adaptation strategies.
Job Purpose
The Regional Project Focal Point for Ali Sabieh plays a crucial role in the effective coordination and implementation of the National Adaptation Plan (NAP) project at the sub-national level. This position is vital for strengthening the operational presence of UNDP in the region, fostering dialogue with local authorities, and ensuring the coherence of UNDP-supported projects. The role contributes to integrating climate change adaptation into regional development plans, supporting local adaptation initiatives in areas like urban greening and waste management, and developing bankable climate projects. Ultimately, the purpose is to enhance local resilience and sustainable development through effective climate action planning and implementation.
Responsibilities
The Regional Project Focal Point is responsible for coordinating and implementing NAP project activities within the assigned region, acting as the primary project liaison. This includes facilitating stakeholder engagement with local authorities, Regional Climate Coordination Committees (CRCCs), civil society, and communities, ensuring inclusive participation. The role supports the integration of climate change adaptation into Regional Development Plans (PDRs) and contributes to data collection for vulnerability assessments. Additionally, the focal point will monitor regional project activities, prepare progress reports, and represent UNDP in regional technical and institutional meetings. Specific to Ali Sabieh, responsibilities include supporting urban greening initiatives, promoting sustainable waste management solutions, and assisting in the development and financing of environmental and climate projects.
Work Experience
A minimum of 5 years of relevant professional experience is required with a secondary school diploma, or 2 years with a Bachelor's degree. Experience should be in local project coordination, community work, or stakeholder engagement. Experience in waste management, sustainable urban development, climate projects, or with UN agencies is advantageous.
