Job Purpose
The Financial Data and Compliance Monitoring Analyst will support the "Strengthening Democratic Resilience in Moldova" (EDMITE III) project by providing expert analysis and monitoring of financial disclosures submitted by political parties, candidates, and initiative groups. This role is crucial for identifying trends, potential legal breaches, and enhancing the effectiveness of monitoring and enforcement mechanisms related to political finance. The analyst will collaborate closely with the Central Electoral Commission (CEC) and the project team to strengthen institutional practices, ensure compliance with electoral laws, and promote transparency in political financing. The ultimate goal is to contribute to the integrity, transparency, and resilience of Moldova's electoral processes, fostering public confidence and a more robust democratic system.
Responsibilities
The Financial Data and Compliance Monitoring Analyst is responsible for professionally analyzing financial disclosures from electoral contestants, political parties, and initiative groups to identify trends and potential non-compliance with electoral laws. This includes reviewing submissions for completeness, accuracy, and timeliness, and verifying compliance with reporting formats and legal requirements. The analyst will prepare comprehensive analytical reports detailing findings, trends, and incidents of illicit financing, and apply risk-based assessment tools to prioritize cases. Recommendations will be provided for optimizing the CEC’s financial analysis practices, strengthening legal compliance, and improving overall financial monitoring mechanisms. Additionally, the role involves updating analysis approaches based on legal changes, providing guidance to political actors on financial reporting, and collaborating with legal experts and auditors to ensure cohesive oversight processes. Knowledge sharing and contributing to training materials are also key duties.
Work Experience
Applicants with a Master's degree are not required to have professional work experience. Those with a Bachelor's degree must have a minimum of two years of progressive experience in accounting, financial management, financial evaluation, audit, or a related field. Experience in political party financial control, working with national fiscal legislation, and proficiency with IT software packages are desirable.
