Technical Programme Support Specialist (open To Tier 0, 1 & 2 Applicants Only).
Organizational Context
The UN Global Disability Fund (UN GDF), hosted by UNDP's Bureau for Policy and Programme Support, advances the Convention on the Rights of Persons with Disabilities (CRPD) through country programmes and partnerships. Operating within UNDP's corporate framework, the Fund supports over 40 annual programmes, promoting disability-inclusive development and providing technical assistance via its Catalyst Hub.
Job Purpose
The Technical Programme Support Specialist, reporting to the Technical Hub Coordinator, will coordinate capacity-building and technical support for country programmes, focusing on Urban Development, Climate Change, and Health Equity. This role ensures quality assurance of programme processes, provides technical guidance for knowledge generation and capacity-building outputs, and identifies/proposes solutions for technical and capacity gaps. The Specialist will contribute to the UN GDF's portfolio approach, fostering multidisciplinary collaboration across units and projects to achieve strategic goals and enhance disability inclusion.
Responsibilities
Provide technical support for programme design and implementation, ensuring alignment with CRPD principles and UN GDF standards. Coordinate capacity-building initiatives for partners, UN entities, and organizations of persons with disabilities, including developing training materials and organizing webinars. Monitor programme implementation to ensure adherence to quality assurance standards and participatory processes. Support the development of knowledge products, identify lessons learned and good practices, and facilitate cross-country learning exchanges. The role involves liaising with member entities and thematic focal points to enhance technical coherence and reporting on programme results.
Work Experience
A minimum of 5 years of progressive professional experience in international development cooperation is required (7 years with a Bachelor's degree). This includes experience supporting the implementation of the Convention on the Rights of Persons with Disabilities (CRPD), programme design, development, and implementation related to disability rights in developing countries. Experience with civil society organizations, particularly organizations of persons with disabilities, is essential.
