National Technical Analyst For Cross-Sector Planning, District Spatial Planning, Forestry Restoration And Protected Areas Oversight [open To Internal And External Applicants]
Organizational Context
The United Nations Development Programme (UNDP) in Uzbekistan is implementing a project from 2025-2030 focused on ecosystem restoration and conservation, aligning with the National Development Strategy until 2030. This initiative addresses degradation in steppe grassland, shrubland, and forest dryland ecosystems, aiming to scale innovative approaches across three high-value landscapes. The project is part of the GEF 8 Ecosystem Restoration Integrated Program.
Job Purpose
This role serves to provide technical coordination and operational management for project activities in cross-sectoral planning, district spatial planning, forestry restoration, and protected area oversight. The National Technical Analyst will ensure high-quality implementation, compliance with UNDP and GEF standards, and alignment with the Ecosystem Restoration Integrated Program. The purpose is to strengthen forest management, implement restoration measures, and enhance protected area effectiveness, contributing to global environmental benefits and gender-responsive outcomes within Uzbekistan's key landscapes. The position is crucial for achieving the project's objectives in ecosystem restoration and sustainable land use.
Responsibilities
The National Technical Analyst will ensure effective technical coordination and delivery of project activities related to cross-sectoral planning, district spatial planning, forestry restoration, and protected area oversight. This includes developing and updating the Forestry Enterprise Management Plan format, establishing a District Forest GIS database, and formulating seven Forest Enterprise Management Plans. The role involves leading practical measures for forest and ecosystem restoration, identifying High Conservation Value forests, developing conservation management proposals, and implementing restoration activities. Responsibilities also include updating Protected Area Management Plans, increasing Management Effectiveness Tracking Tool (METT) scores, and applying the "Green Standard." The analyst will support technical consultants, manage contractors, coordinate with national partners and stakeholders, and ensure effective inter-project technical coordination. Additionally, the role involves managing mapping and database materials, acting as a key technical focal point for the Chief International Technical Specialist, and liaising with the Responsible Party (IUCN).
Work Experience
Applicants with a Master's degree require no professional work experience. Those with a Bachelor's degree need a minimum of two years of relevant professional experience in natural resources management, rural land use planning, or forestry management. Previous experience in land-use planning, spatial planning tools, GIS applications, cross-sectoral planning, forest restoration, rangeland management, and protected area management is desirable.
