Recruitment Associate [open To Internal And External Applicants]
Organizational Context
The United Nations Development Programme (UNDP) operates a Global Shared Service Centre (GSSC) to provide transactional recording, advisory, and support services for International Public Sector Accounting Standards (IPSAS) to UNDP offices worldwide. The HR services within the GSSC, established in Copenhagen, offer comprehensive HR administration, including recruitment, onboarding, contract management, and policy advisory. This role is based in Kuala Lumpur, supporting proximity-based recruitment and administration managed by outposted GSSC personnel.
Job Purpose
The Recruitment Associate supports the transparent and accurate implementation of human resources services outsourced to the Global Shared Service Centre (GSSC). This role is accountable for ensuring the integrity and accuracy of HR services, maintaining full compliance with UNDP policies and procedures. The incumbent will perform administrative processes, provide guidance to clients on HR policies and services, and promote a client-oriented approach. The role contributes to meeting GSSC work plan deliverables and supporting the overall HR strategy by coordinating team efforts and ensuring high-quality service delivery in recruitment and personnel contract administration.
Responsibilities
Administer and implement HR strategies and policies, ensuring compliance with UN rules and UNDP procedures. Provide guidance on corporate strategies, regulations, and personnel rules. Contribute to mapping GSSC business processes and developing Standard Operating Procedures (SOPs). Manage end-to-end recruitment processes, including job description validation, vacancy announcements, applicant screening, candidate evaluation, interview support, and handover to hiring teams. Interact with local HR focal points, manage candidate communications, and track recruitment transactions. Produce recruitment analytics reports and prepare submissions for the Compliance Review Board. Facilitate administrative onboarding, manage contract issuance, extension, and termination, and process benefits and entitlements in compliance with policies. Act as an internal advisor on HR practices, fostering partnerships with stakeholders. Support knowledge management by identifying process improvements, contributing to knowledge articles, and conducting learning sessions.
Work Experience
A minimum of 6 years of experience in HR services is required with a secondary education, or 3 years with a bachelor's degree. Experience should include recruitment, benefits, and entitlements administration. Proficiency in MS Office, collaboration tools, digital platforms, and ERP systems is required. Experience in HR processes within international organizations is desired.
