Project Engineer (open To Internal & External Applicants)
Organizational Context
The United Nations Development Programme (UNDP) in Palestine (PAPP) aims to improve the economic and social conditions of the Palestinian people. The Programme of Assistance to the Palestinian People (PAPP) operates under UN General Assembly Resolution 33/147. The current Project Engineer role supports the East Jerusalem Hospital Network (EJHN) by improving and developing hospital infrastructure through civil works and remodeling.
Job Purpose
The Project Engineer will be responsible for the comprehensive management of infrastructure projects, from design and tendering through to implementation and closure. This role involves ensuring effective supervision, quality assurance, and compliance with technical standards and UNDP regulations. The Project Engineer will coordinate with contractors, monitor progress, manage project documentation, and facilitate reporting. The position contributes to strengthening the capacity of East Jerusalem hospitals, expanding healthcare services, and improving financial sustainability, aligning with the UNDP's Palestinian Programmatic Framework and the UN Sustainable Development Cooperation Framework.
Responsibilities
Supervise the design, tendering, implementation, and closure of infrastructure projects, including reviewing tender documents, BOQs, and price verification. Conduct field technical follow-ups, arrange contractor meetings, and review inspection reports. Assist in drafting tenders, budgets, and schedules, and manage project timelines and site issues. Oversee material approval and installation, monitor daily site activities, and lead site engineers in reporting physical and financial progress. Prepare variation orders and payment certificates, and ensure compliance with technical specifications and local requirements. Provide quality assurance, monitor safety precautions, manage project risks, and ensure gender mainstreaming. Liaise with stakeholders and authorities for permits. Prepare project close-out documents, document lessons learned, and support communication efforts.
Work Experience
A minimum of 7 years of relevant experience is required with a High School Diploma, or 4 years with a Bachelor's degree. Experience should include supervising similar civil construction projects, particularly in health and public buildings. Experience with environmental requirements in construction, AutoCAD, Microsoft Project, project/construction planning, and report writing is essential.
