Organizational Context
The United Nations Development Programme (UNDP) in Panama has been a strategic partner for 50 years, focusing on integrated solutions aligned with national priorities. The organization supports program and project management, implementation, and execution across three programmatic clusters: Social, Economic, and Environmental Inclusion; Governance, Peace, and Human Rights; and Climate Change, Environmental Management, and Disaster Risk Reduction. This role is within the Nature, Climate, and Energy department, specifically supporting a project on Biennial Transparency Reports and National Communications on Climate Change.
Job Purpose
The Project Technical Associate will ensure the technical, administrative, and financial aspects of the "Second and Third Biennial Transparency Report and Fifth National Communication on Climate Change" project are managed effectively to achieve expected results and goals. This involves overseeing the execution of annual work plans, meeting targets, and ensuring the overall strategy and agreed objectives are met. The role requires close coordination with national institutions, particularly the Ministry of Environment and the National Climate Change Committee (CONACCP), as well as with project technical and strategic partners. The associate will be responsible for timely reporting on progress, challenges, and lessons learned, ensuring technical and methodological coherence of project outputs in line with UNFCCC guidelines and the Enhanced Transparency Framework.
Responsibilities
The Project Technical Associate is responsible for supporting the operational and administrative management of the project, including its integral implementation to achieve the results of the Biennial Transparency Reports (BTR2 and BTR3+NC5). This includes coordinating project activities with the Ministry of Environment and other national institutions, identifying technical, operational, and financial risks, and preparing terms of reference for consultancies. The role also involves supporting planning, financial monitoring, and reporting, such as preparing annual work plans and budgets, tracking execution, and assisting in the preparation of progress reports. Furthermore, the associate will support institutional articulation and partnerships by fostering relationships with government entities, academia, the private sector, civil society, and UN agencies, and coordinating technical dialogues and consultations. Finally, the role includes providing technical assistance and quality assurance, supporting the monitoring of project activities, managing project knowledge, supervising consultant outputs, and contributing to capacity-building initiatives and the dissemination of project knowledge and best practices.
Work Experience
A minimum of two years of relevant professional experience in project support, administration, or technical assistance, preferably within the context of environmental or climate change projects. Experience in coordinating with government institutions and international organizations is highly desirable. Familiarity with UN/UNDP procedures is an advantage.
