The Human Resources (HR) unit supports Country Office (CO) management by ensuring adequate staffing with high-quality personnel. The team implements strategic HR management policies, procedures, and programs, leveraging technology and analytics to foster a strong people management culture and a high-performing, diverse, inclusive, and equitable workplace.
Job Purpose
The HR Analyst ensures effective delivery of HR services in a medium-sized Country Office under the guidance of senior management. This role involves interpreting and applying HR policies, rules, and regulations, implementing internal procedures, and providing solutions to various HR issues. The HR Analyst promotes a collaborative, client-oriented approach to maintain high staff morale and works closely with programme, operations, and project teams, as well as HQ and other UN agencies, to ensure successful HR management performance. The role may involve supervising support staff and contributing to a portfolio approach that accommodates changing business needs and leverages cross-functional collaboration.
Responsibilities
Key responsibilities include ensuring the implementation of HR strategies and policies, maintaining compliance with UN/UNDP regulations, and managing HR systems. This involves analyzing HR policies, advising personnel, developing HR Standard Operating Procedures (SOPs), and advocating for corporate programs. The role also entails managing recruitment and selection processes, contract administration, and staff entitlements, in coordination with relevant units. Performance management, talent development, and career progression support are crucial, including facilitating performance reviews and learning plans. Additionally, the HR Analyst is responsible for knowledge building and sharing within the HR unit and the Country Office.
Work Experience
Applicants with a Master's degree are not required to have professional experience. Those with a Bachelor's degree must have a minimum of two years of relevant professional experience in HR advisory services or managing staff and operational systems. Experience with MS Office and advanced knowledge of web-based management systems like ERP is also required.
Skills
Proficiency in MS Word and Excel, advanced knowledge of ERP systems, strong communication skills, data analysis and interpretation, knowledge facilitation, and experience in HR functions such as recruitment, performance management, and talent development.
