Project Lead And Sustainable Finance Specialist (open To All Applicants)
Organizational Context
The United Nations Development Programme (UNDP) is a global organization focused on sustainable development and achieving the Sustainable Development Goals (SDGs). Within its Bureau for Policy and Programme Support, the Nature, Climate Change, Energy, and Waste Hubs promote integrated approaches and nature-based solutions. This role is part of the GEF8 Umbrella programme in Sierra Leone, aimed at developing the country's first National Biodiversity Finance Plan.
Job Purpose
This role serves as the Project Lead for the GEF8-funded National Biodiversity Finance Plan development in Sierra Leone. The purpose is to lead and manage all in-country project activities, ensuring effective implementation, timely delivery of outputs, and strong partnerships. The specialist will provide technical expertise in sustainable finance, oversee the development of key financial and policy documents, facilitate stakeholder engagement, and ensure the project aligns with UNDP's strategic objectives and national development priorities. The role contributes to strengthening Sierra Leone's capacity to finance biodiversity conservation and achieve its global biodiversity targets.
Responsibilities
The Project Lead is responsible for the overall supervision and management of in-country project activities, including strategic planning, annual work plan formulation, budget management, and HR/procurement coordination. This includes ensuring high performance and quality outputs within set timelines and budget constraints. The role involves providing direction and supervision to the project team, reviewing technical quality of deliverables, and organizing consultative workshops with diverse stakeholders. Key responsibilities include leading the development of the National Biodiversity Finance Plan, conducting policy and financial analysis, identifying and implementing finance solutions, and managing reporting and communication with national and international stakeholders, including the National Steering Committee and the global BIOFIN team. The role also encompasses capacity building, institutional strengthening, and facilitating knowledge management and communication.
Work Experience
A minimum of 5 years of relevant professional experience is required for candidates with a Master's degree, or 7 years for those with a Bachelor's degree. This experience should focus on managing environmental or natural resource management projects and implementing sustainable finance initiatives, specifically within the context of Sierra Leone.
