The Office of Financial Management (OFM) supports UNDP's sustainable human development agenda by enhancing financial and administrative performance through a harmonized resource management framework. It addresses critical financial planning and management issues, including budgeting, cost recovery, and adherence to IPSAS. The Financial Performance Management and Reporting (FPMR) Division, specifically the Financial Reporting and Agency Services (CFRA) unit, is responsible for corporate financial statements and accountability.
Job Purpose
The Finance Analyst, within the Financial Reporting and Agency Services (CFRA) team, plays a crucial role in ensuring the integrity of UNDP's financial data and the accurate preparation of financial statements and statutory reports in compliance with IPSAS. This position involves monitoring financial data, supporting corporate oversight responsibilities, and managing agency services related to financial transactions. The analyst will also be responsible for defending management positions during external audits, leveraging specialized knowledge. The role requires working collaboratively in multidisciplinary teams to achieve strategic goals and adapt to changing business needs, fostering horizontal collaboration across units and projects.
Responsibilities
Key responsibilities include ensuring data integrity across the General Ledger (GL) and related modules, and maintaining proper functioning of interface controls. This involves timely completion of periodic statutory financial closure processes, including reconciliations and exception report reviews. The role supports the preparation of IPSAS-compliant financial statements by providing accurate data elements and performing GL reconciliations. The Finance Analyst will also be responsible for master data maintenance, including account and fund code creation and management of account restrictions. Additionally, the position involves coordinating with IT and business owners to resolve technical issues, assisting with automation of business processes, and exploring preventive measures for data integrity within the Quantum system. The incumbent will also prepare financial reports, conduct expense cut-off and accrual certifications, and supervise a Financial Accounts Analyst.
Work Experience
Requires a minimum of two years (with a Master's degree) or four years (with a Bachelor's degree) of practical experience in preparing financial statements and analyzing balance sheet accounts. Experience with IPSAS/IFRS and full accruals accounting is mandatory. Familiarity with ERP financials, particularly Oracle, and audit experience are desirable.
