The United Nations Development Programme (UNDP) operates in approximately 170 countries, assisting governments in poverty eradication and reducing inequalities. The Global Environment Facility (GEF) Small Grants Programme (SGP), implemented by UNDP, provides direct grants to non-governmental and community-based organizations to address environmental issues such as climate change, biodiversity loss, and land degradation, fostering sustainable livelihoods.
Job Purpose
The National Coordinator is responsible for overseeing the implementation of the GEF Small Grants Programme (SGP) at the country level in Saint Lucia. This role involves coordinating the National Steering Committee, managing the SGP Country Programme team, and ensuring the effective development and management of the programme's portfolio. The coordinator will work to align SGP activities with national environmental priorities and socio-economic conditions, manage grant allocations and budgets, and foster partnerships to leverage resources and enhance programme visibility. The ultimate goal is to deliver global environmental benefits through community-based approaches and contribute to sustainable development.
Responsibilities
Key responsibilities include managing the SGP Country Programme team, fostering teamwork, and implementing annual work plans with delivery and co-financing targets. The role involves developing and managing the programme portfolio, including assessing national environmental concerns, formulating and updating the Country Programme Strategy, and managing grant allocations and budgets to ensure financial integrity and efficient resource use. The coordinator will oversee project development, monitor implementation progress, and provide technical support to grantees. This includes organizing stakeholder workshops, supporting project proposal development with CSOs and CBOs, and serving as secretary to the National Steering Committee. Additionally, responsibilities encompass resource mobilization, establishing partnerships with government, donors, and other development partners, and facilitating knowledge management by documenting best practices and lessons learned. The role also requires performing administrative tasks and ensuring effective monitoring and progress controls for programme results and impacts.
Work Experience
Applicants with a Master's degree require no professional work experience. Those with a Bachelor's degree need a minimum of two years of relevant professional experience in managing environment/natural resource management projects at national or local levels. Experience with computers and office software packages, including web-based management systems, is required. Desirable experience includes project/programme management at international/national levels, managing UN/DP programmes, results-based management, and experience in GEF-SGP thematic areas.
