In Costa Rica, UNDP supports development, human rights, environmental protection, social inclusion, and democratic system strengthening. This role is within the "Circular Solutions to Plastic Pollution in Costa Rica" project, funded by the GEF and implemented by MINAE with UNDP support.
Job Purpose
This role is crucial for the "Circular Solutions to Plastic Pollution in Costa Rica" project, aiming to reduce disposable plastic in the food and beverage sector and promote circular economy solutions. The Economist Associate will provide essential economic, financial, and fiscal analysis to support the design and implementation of public policies, incentives, business models, and pilot projects. This involves evaluating existing fiscal incentives, proposing improvements, analyzing fiscal impacts, and developing feasibility studies and business models for Extended Producer Responsibility (EPR) schemes and plastic reduction strategies. The position contributes to fostering sustainable practices, influencing policy, and supporting negotiations for project success.
Responsibilities
The Economist Associate is responsible for planning, managing, and monitoring project activities, developing detailed work plans, and ensuring timely delivery of reports. Key duties include conducting comprehensive economic, financial, and fiscal analyses to inform policy development, incentive design, and business models for circular economy initiatives. This involves identifying and evaluating fiscal incentives, assessing the economic and fiscal impact of proposed regulatory reforms, and analyzing costs of inaction and trade-related tariffs. The role also entails developing feasibility studies and business models for EPR systems, reuse, and plastic substitution, and analyzing credit and fiscal solutions. Additionally, the position provides economic input for regulations, technical standards, and the national EPR scheme, supports political communication strategies, and contributes to new project proposals and pilot initiatives. The role also involves preparing technical and analytical materials for negotiations and presentations, reviewing communication materials, and promoting human rights, gender equality, and sustainable development goals.
Work Experience
A minimum of 7 years of relevant experience is required with a secondary school diploma, or 4 years of relevant experience with a university degree. Experience should focus on economic and financial analysis, particularly within environmental or circular economy projects.
