Job Purpose
The Small Grants Programme Assistant will provide crucial day-to-day support to the GEF Small Grants Programme (SGP) in Timor-Leste, ensuring effective implementation and administration. This role involves assisting the National Coordinator in various aspects, including project screening, proposal evaluation, and grantee guidance. The position contributes to the SGP's mission of delivering global environmental benefits through community-based approaches, supporting sustainable livelihoods, and enhancing resilience to environmental challenges. The assistant will play a key role in managing project documentation, financial processes, and administrative tasks, ensuring the smooth operation of the programme and its alignment with UNDP and GEF objectives.
Responsibilities
The Small Grants Programme Assistant is responsible for supporting the day-to-day implementation of the GEF SGP, including prescreening project concepts and evaluating financial proposals. This involves assisting the National Coordinator in developing and revising grant application forms and other programme documents, and advising potential grantees on preparation processes. The role includes providing ongoing support to new and ongoing projects, assisting with monitoring and evaluation, and preparing minutes for National Steering Committee meetings. Financial responsibilities encompass reviewing financial reports, processing payments, managing the petty cash account, and maintaining financial databases. Administrative duties include procuring office supplies, organizing office work, establishing and maintaining filing systems for administrative, financial, and project documents, and supporting the organization of SGP events. The assistant will also contribute to knowledge management and communication efforts, including updating programme information and supporting visibility initiatives.
Work Experience
A minimum of five years of progressively responsible administrative or programme experience is required with a secondary education. This requirement is reduced to two years with a Bachelor's degree. Demonstrated experience in reviewing and editing documents and producing meeting reports is essential. Experience in project management at the community level, monitoring and evaluation, and using office software packages is desirable.
