Organizational Context
Somalia is transitioning from a protracted conflict, aiming for sustainable transformation and economic development. UNDP Somalia works with UN agencies and the government to support national priorities. With the UN Transitional Assistance Mission in Somalia (UNTMIS) drawdown, UNDP is scaling up capacities, including policy advisory, to support the country's economic, development, and social agenda, aligning with the National Transformation Plan.
Job Purpose
The National Economist will advise Senior Management on macroeconomic policies and trends, linking them to UNDP programmes and contributing to strategy formulation. This role is crucial in strengthening UNDP's programmatic presence and expertise in Somalia's economic, development, and social sectors, especially in anticipation of UNTMIS function handovers. The Economist will provide high-quality policy advice, analytical support, and thought leadership to drive impactful, evidence-based programming. The position ensures operational continuity, timely economic analysis, and informs programme implementation to support Somalia's development priorities. The role also involves identifying policy options with government counterparts, advocating for UNDP's expertise, and fostering collaboration across UNDP units and with external partners.
Responsibilities
Provide expert policy advice and analytical support to UNDP management, programmes, and projects on economic and development issues. This includes compiling and interpreting economic data, conducting research, and preparing high-quality reports to promote equitable growth. Contribute substantive analysis to strategic documents like the CCA, UNSDCF, and CPD, and advise on programme adjustments to align with national priorities. Develop policy options for government counterparts, focusing on poverty reduction and sustainability, and analyze macro-economic policies' impact. Facilitate knowledge building through training and capacity development for staff and government officials. Build strategic partnerships with UN agencies, IFIs, government, private sector, and donors, supporting resource mobilization efforts. Advocate for UNDP's mandate and mission, contributing to policy advocacy for human development and inclusive growth, and supporting SDG monitoring. Produce research papers, blogs, and articles, and manage events and publications on economic issues.
Work Experience
A minimum of 5 years of relevant experience (with a Master's degree) or 7 years (with a Bachelor's degree) is required at the national or international level. This should include extensive experience in research and policy-level analysis, and some experience in designing, monitoring, and evaluating development projects. Proficiency in computer and office software packages is essential, along with advanced knowledge of web-based management systems and statistical analysis programs. Experience in providing economic advice and research papers is desirable.
