Organizational Context

Project 01005257 aims to strengthen national capacities for planning and overseeing social infrastructure projects, ensuring efficiency, transparency, and sustainability through international standards. This role is part of an executing unit supporting project stages from identification to final acceptance.
Job Purpose
The Analyst/Project Coordinator will lead the planning, execution, monitoring, and closure of assigned projects within the "Strengthening capacities for planning and oversight of social infrastructure projects with social impact in Paraguay" initiative. This role ensures compliance with UNDP regulations, flawless process execution, and accountability to donors. Key functions include preparing tenders for project development and oversight, managing documentation, processing payments, and ensuring integral management, technical follow-up, and institutional coordination. The position requires transversal scope, supporting other designated activities and ensuring the achievement of expected results through effective project management and stakeholder articulation.
Responsibilities
Lead project planning, execution, monitoring, and adjustments, ensuring alignment with project documents, results frameworks, work plans, budgets, and procurement plans. Consolidate technical, programmatic, and financial coherence of project instruments according to UNDP procedures. Continuously analyze technical, institutional, and contextual factors, proposing corrective actions for efficient results. Ensure cross-cutting integration of gender equality and compliance with social and environmental safeguards. Coordinate institutional relationships with national counterparts, partners, and donors, facilitating communication and leading project governance spaces. Supervise the project team, ensuring performance, quality, and technical delivery. Oversee technical monitoring of activities and works, including certification and documentation. Monitor budget execution and risk management, proposing mitigation measures. Coordinate and validate progress reports (technical, social, financial). Certify expenses and validate CDRs, ensuring compliance, transparency, and value for money. Facilitate knowledge development, sharing of lessons learned, and best practices. Contribute to institutional capacity building through technical knowledge exchange and support to key stakeholders.
Work Experience
Applicants with a Master's degree (or equivalent) in a relevant field require no professional work experience. Applicants with a Bachelor's degree (or equivalent) must have a minimum of two years of relevant professional experience in construction projects and/or oversight.
