Communications And Advocacy Specialist (open To All Applicants)
Organizational Context
The United Nations Joint Programme (UNJP) in Syria aims to strengthen urban and rural resilience and recovery conditions. Operating with a budget of approximately US$18 million for 2025-2026, it supports basic social services, livelihoods, and social cohesion. This role sits within the Programme Management Unit (PMU) under the UN Resident Coordinator’s Office in Damascus.
Job Purpose
The Communications and Advocacy Specialist will support the effective implementation of the UNJP in Syria. This role is crucial for promoting public and media outreach, advocating for UN organizations, and mobilizing support. The specialist will develop and execute the Joint Programme's communications and publication strategies, ensuring alignment with UN standards and objectives. This involves creating compelling communication products, managing publications, and fostering strong relationships with stakeholders to enhance the visibility and impact of the programme's resilience and recovery efforts in a complex humanitarian context.
Responsibilities
Develop and implement internal and external communications and outreach strategies, including needs assessments. Design and execute the Joint Programme's publications strategy, managing content, design, production, and dissemination. Create and promote campaigns for local, national, and international media to highlight Joint Programme achievements. Manage and disseminate advocacy materials for flagship initiatives. Develop and maintain public information campaigns and ensure consistent content for the UN system website and intranet. Cultivate media contacts to increase coverage and understanding of the programme. Prepare and submit initiatives for donor review. Build and maintain relationships with national stakeholders, donors, civil society, and the private sector for strategy implementation. Respond to public information inquiries and develop creative solutions for communication challenges. Facilitate knowledge building by identifying best practices and lessons learned, and contribute to knowledge networks.
Work Experience
A minimum of five years of relevant experience (with a Master's degree) or seven years (with a Bachelor's degree) is required at the national or international level in public relations, communications, and advocacy. Experience with Adobe Creative Cloud or similar design tools for data visualization and report creation is also necessary.
Skills
Proven experience with Adobe Creative Cloud or similar design tools for data visualization, infographics, presentations, and reports. Strong written and verbal communication skills. Excellent writing and organizational skills. Proficiency in English and Arabic (written and oral). Desirable skills include expertise in managing communications sites (e.g., SharePoint Online), strategic communications development, experience with NGOs/CSOs, multi-partner trust funds, and diverse teams.
