Organizational Context
The United Nations Development Programme (UNDP) in Ukraine supports the country's recovery and resilience efforts following the war. The agency focuses on safeguarding development gains, restoring critical functions, and facilitating the path towards achieving the Sustainable Development Goals. UNDP provides technical assistance for EIB-funded recovery programs, focusing on infrastructure, public services, and community development, with a strong emphasis on transparency and anti-corruption measures.
Job Purpose
The Anti-Corruption Analyst will strengthen social cohesion and inclusion in UNDP Technical Assistance (TA) project regions in Ukraine. This role is crucial for ensuring transparency, community participation, and accountability in the implementation of EIB-funded recovery programs. The analyst will focus on minimizing risks, enhancing the anti-corruption capacity of beneficiaries, civil society, and authorities, and mitigating corruption risks associated with EIB framework loans. The position contributes to the overall objective of accelerating the implementation of recovery sub-projects, restoring essential public services, and improving living conditions for conflict-affected populations, aligning with UNDP's mandate and donor requirements.
Responsibilities
Provide consultative support to beneficiaries and stakeholders on anti-corruption activities and risk minimization for recovery projects. Organize and implement activities to mitigate risks associated with sub-project contractors and promote conflict sensitivity, human rights, and gender equality. Develop and improve tools for anti-corruption checks and reporting. Conduct corruption risk reviews of tenders and enhance procurement systems, including training on public procurement. Monitor and assess corruption, fraud, and money laundering risks during project implementation. Analyze open-source data to identify risks and propose mitigation measures. Design and deliver capacity-building activities on anti-corruption for beneficiaries and stakeholders. Facilitate experience-sharing events and public discussions to promote transparency. Prepare progress reports for EIB and MDCT, and synthesize lessons learned for stakeholders. Establish and maintain partnerships with governmental, non-governmental, and international organizations. Support knowledge building and sharing through public events and knowledge products.
Work Experience
Applicants with a Master's degree are not required to have professional experience. Applicants with a Bachelor's degree need a minimum of two years of relevant professional experience in anti-corruption or risk assessment within recovery projects. Desired experience includes work related to post-conflict recovery, construction, fraud prevention, international organizations, and report preparation.
