Technical Analyst - Public Finance [open To Internal And External Applicants]
Organizational Context
The United Nations Development Programme (UNDP) in Mongolia is implementing a project to strengthen Public Finance Management (PFM) systems. This initiative aims to enhance fiscal resilience, efficiency, and transparency, aligning with national development priorities and Sustainable Development Goals. The project focuses on improving fiscal planning, budgeting modernization, revenue mobilization, and results-based management, working collaboratively with government ministries and development partners.
Job Purpose
The Technical Analyst will provide expert advisory services and quality assurance for the "Strengthening Policy and Performance-Oriented Public Finance Management (PFM) systems in Mongolia" project. This role is crucial for advancing Mongolia's PFM capabilities to improve fiscal resilience, efficiency, and development impact. The analyst will contribute to policy advice, technical standards, and the development of knowledge products, ensuring alignment with international best practices and national development goals. By supporting effective project implementation, fostering interlinkages between project components, and facilitating stakeholder engagement, the position directly contributes to strengthening public financial management systems, enhancing domestic resource mobilization, and ultimately supporting the achievement of the Sustainable Development Goals in Mongolia.
Responsibilities
Provide high-quality technical advisory services, including policy advice, technical standard setting, and guidance on analyses and deliverables. Ensure the quality and timeliness of goods and services from sub-contractors. Conduct substantive reviews and quality assurance of project deliverables and knowledge products, facilitating their dissemination and policy advocacy. Support effective project activity implementation by providing technical guidance, coordinating teams and consultants, and ensuring adherence to UNDP regulations. Collect data for reporting, contribute to progress reports, and manage risks. Foster interlinkages and synergies between project components and with other initiatives. Establish and maintain strategic partnerships with government institutions, UN agencies, donors, and other stakeholders. Participate in donor meetings, present project results, and support resource mobilization efforts.
Work Experience
A minimum of two years of relevant professional experience (with a Master's degree) or four years (with a Bachelor's degree) is required. Experience should be in public finance, results-based public financial management, climate finance, financial planning, or related analytical work at the national or international level. Experience with computer office software and web-based management systems is also required.
