State Project Manager (open To Internal And External Applicants)
Organizational Context
The United Nations Development Programme (UNDP) has been active in India since 1951, supporting human development across various sectors. The Nature, Climate, and Energy team focuses on climate change adaptation, disaster resilience, and clean energy. This role is part of a Green Climate Fund project aimed at enhancing the resilience of India's coastal communities through ecosystem-based adaptation, working with government and local stakeholders.
Job Purpose
The State Project Manager (SPM) will oversee the implementation of the "Enhancing Climate Resilience of India’s Coastal Communities" project in Andhra Pradesh. Based in Vijayawada, the SPM will report to the Programme Specialist and work under the guidance of the State focal point. The primary purpose is to manage day-to-day project operations, monitor results and risks (including social and environmental), ensure stakeholder engagement, and drive the delivery of state-level objectives. This full-time position requires dedicated focus on project success and cannot be combined with other assignments.
Responsibilities
The State Project Manager is responsible for the comprehensive planning, implementation, supervision, monitoring, and evaluation of all project activities within Andhra Pradesh. This includes fostering partnerships with key state government entities and technical institutions, developing detailed state-specific work plans, and ensuring accurate reporting to UNDP and the Ministry of Environment, Forest and Climate Change. The role involves commissioning research, assessments, and training workshops, managing procurement and logistics, and identifying capacity development needs for implementing partners. Additionally, the SPM will coordinate with national and other state teams, manage partner contracts, track progress through reviews and field visits, ensure the quality of reports, and prepare progress reports for steering committees. Supervision of state-level project team members or consultants is also a key responsibility.
Work Experience
A minimum of 2 years of relevant experience is required for candidates with a Master's degree, or 4 years for those with a Bachelor's degree. This experience should be in coastal resilience, project management, and working with national and state governments on similar assignments.
