Organizational Context
The United Nations Development Programme (UNDP) is a global organization dedicated to sustainable development and achieving the Sustainable Development Goals (SDGs). The Fiji Multi-Country Office covers ten Pacific island nations, including the Federated States of Micronesia. This role is based in Pohnpei, Federated States of Micronesia, supporting the UNDP Pacific sub-office in delivering the multi-country programme document (MCPD) for 2023-2027.
Job Purpose
This Programme Associate role supports the UNDP Pacific sub-office in Pohnpei, Federated States of Micronesia, contributing to the effective implementation of the Multi-Country Programme Document (MCPD) and the United Nations Sustainable Development Cooperation Framework (UNSDCF). The position is crucial for ensuring the quality standards of UNDP projects and programmes are met throughout their lifecycle, from design to closure. The role involves providing high-level advice, advocating for UNDP's mission, engaging with diverse partners, and contributing to strategic planning, results monitoring, and reporting. By facilitating effective programme delivery and fostering strategic partnerships, the Programme Associate plays a key part in advancing UNDP's development objectives in the region, aligning with priorities in Planet, Prosperity, and Peace.
Responsibilities
The Programme Associate provides essential support for planning, implementation, monitoring, and reporting of projects within the assigned portfolio. This includes collecting and analyzing background information for strategic documents, formulating project proposals, and contributing to corporate and regional reporting. The role ensures day-to-day project management, supports gender integration, and monitors project closure. Operational and financial support is also a key function, involving budget management, review of financial reports, processing payments, and ensuring compliance with UNDP rules. The associate assists in procurement processes, vendor registration, and travel arrangements. Furthermore, the role supports the implementation of business processes, quality assurance, and oversight mechanisms, including the Harmonized Approach to Cash Transfer (HACT) framework and project audits. Facilitating learning, knowledge management, and self-development through capturing lessons learned, sharing best practices, and supporting training initiatives is also integral to the position.
Work Experience
A minimum of 6 years of progressively responsible administrative, finance, or programme experience is required with a secondary education. With a university degree, a minimum of 3 years of relevant experience is required at the national or international level.
Skills
Proficient computer and office software skills (MS Word, Excel). Knowledge of ERP platforms (e.g., Oracle) and web-based management systems is desirable. Familiarity with UNDP policies and procedures on programme/project finance is also desirable. Core competencies include achieving results, innovative thinking, continuous learning, adaptability, determination, and effective engagement and partnership, with an appreciation for diversity and inclusion.
