Organizational Context
The United Nations Development Programme (UNDP) in Jordan supports sustainable development and transformative change. The Governance and Social Cohesion Pillar implements integrated programmes focused on inclusive governance, social cohesion, and rule of law. This role is within the "Improving Local Development to Increase the Resilience of Host Communities and Refugees in North Jordan (LED Programme)", a collaboration with the European Union.
Job Purpose
The Project Analyst will support the overall implementation, coordination, and monitoring of the LED Programme in Jordan, ensuring alignment with EU requirements, UNDP standards, and national priorities. This involves contributing to strategic project management, results-based management, local economic development initiatives, municipal capacity building, public-private partnerships, service delivery improvements, community engagement, and the integration of innovation and green economy approaches. The role aims to strengthen local economic systems, enhance accountability, and ensure sustainable and inclusive development outcomes for host communities and refugees, particularly in northern governorates.
Responsibilities
Key responsibilities include supporting the planning and implementation of LED programme activities, ensuring alignment with objectives and EU contractual obligations. The role involves coordinating with key stakeholders, including government ministries and municipalities, and supporting the operationalization of governance structures. The Project Analyst will contribute to programme and results-based management by developing and monitoring work plans, tracking outputs related to capital investment projects, MSME development, and community initiatives, and ensuring the integration of gender equality and inclusion. Additionally, the role supports local economic development through project identification and appraisal, feasibility analysis, value chain development, and engagement with MSMEs and the private sector. Capacity building for municipalities, development of PPP models, assessment of service delivery, community engagement, integration of green economy approaches, and operational/financial support are also key duties. The role includes contributing to knowledge management and reporting, ensuring EU visibility and compliance.
Work Experience
A minimum of two years of relevant professional experience in project management is required for candidates with a Master's degree. Candidates with a Bachelor's degree require a minimum of four years of relevant experience. Experience in development or humanitarian projects, and with development and humanitarian funding, is preferred.
Skills
Required skills include experience with M&E tools and software, report writing, and familiarity with LED, MSMEs, or municipal governance. Proficiency in standard office computer software and basic database software (e.g., Access, Excel) for project management is essential. Fluency in English and Arabic is required. Desired skills include experience with EU-funded programmes, community engagement approaches, PPPs, MSMEs, value chain development, stakeholder coordination, and training/capacity development.
