The United Nations Development Programme (UNDP) is a global leader in poverty eradication, inequality reduction, and climate change mitigation. In Armenia, UNDP is implementing the "Partnership for Harmonized Operations, Effectiveness, and Navigation in Implementing the EIB Resilient Syunik Programme (PHOENIX-RESYP)" project. This initiative aims to strengthen resilience and sustainable development in Armenia's southern Syunik region, focusing on critical infrastructure in healthcare, education, water, and energy.
Job Purpose
The Syunik Resident Field Coordinator serves as the primary focal point in the Syunik region for the PHOENIX-RESYP project. This role is crucial for overseeing and coordinating all project activities, ensuring alignment with project goals, objectives, and UNDP, EU, and EIB standards. The coordinator will manage the project team, supervise experts, oversee financial performance, ensure compliance with regulations, and foster productive engagement with national and local partners. The position is based in Kapan, Syunik region, with frequent travel to Yerevan, and plays a key role in strengthening institutional capacities and ensuring the effective, compliant, and results-oriented delivery of investments within the region.
Responsibilities
The Syunik Resident Field Coordinator is responsible for the overall management, operational oversight, quality assurance, coordination, reporting, visibility, and stakeholder engagement for the PHOENIX-RESYP project in the Syunik region. Key duties include coordinating day-to-day project implementation, providing strategic direction to the local support staff, and refining implementation plans. The role involves acting as the primary liaison with regional authorities, municipalities, and national partners, ensuring efficient management of human, technical, and financial resources. This includes overseeing procurement, administrative processes, and project logistics. The coordinator must ensure compliance with UNDP policies and gender equality integration. Additionally, the role requires establishing and maintaining strong partnerships with local stakeholders, facilitating consultations, and preparing regular updates for counterparts. Monitoring project progress against targets, managing risks, conducting field visits, and collaborating on high-quality reports are essential. The coordinator also facilitates knowledge sharing, capacity building initiatives, and supports advocacy efforts for the project's visibility and impact.
Work Experience
A minimum of 2 years of relevant experience is required for candidates with a master's degree, or 4 years for those with a bachelor's degree. This experience should be at the national or international level, focusing on providing management advisory services and/or hands-on experience in the design, monitoring, and evaluation of development projects. Experience in project coordination, design, and implementation, particularly in infrastructure or public sector programs, is desirable.
Skills
Required skills include project management, staff supervision, and proficiency in computer office software packages and web-based management systems. Experience in local governance and preparing analytical documents is also necessary. Desirable skills encompass partnership management, relationship building with diverse stakeholders (governments, CSOs, communities), and experience in similar regional contexts. Strong communication, system thinking, and decision-making abilities are essential.
