This role supports a project focused on land tenure security and sustainable development within the Indio River basin, integrating cadastral data, human development, and environmental sustainability. The project aims to provide legal certainty for land rights, particularly for women, and enhance local governance.
Job Purpose
The GIS Technical Clerk will support the Cadastre and GIS Associate in the Indio River basin's Cadastre and Titling Project. The primary purpose is to organize, process, and clean geographic data from field work, integrating it into the project's geodatabase using GIS and CAD tools. This involves digitizing land parcels, infrastructure, and networks, ensuring data integrity, and generating official cadastral maps and reports. The role is crucial for advancing land regularization, supporting land acquisition for resettlement projects, and ensuring effective land management and titling processes within the project area.
Responsibilities
Organize, process, and clean geographic data from field surveys for integration into the project's geodatabase using ArcGIS and AutoCAD. Digitize land parcels, monuments, road, and water networks, ensuring topological correctness and accurate attribute assignment. Conduct quality control on spatial and tabular data, validating cadastral information against satellite imagery and identifying non-adjudicable areas. Convert CAD data to GIS formats, ensuring compatibility with project standards. Generate and edit cadastral plans and thematic maps according to official guidelines. Support the development of land tenure studies and georeference approved plans. Assist in preparing technical reports and contribute to knowledge management activities, including organizing public exhibitions and title delivery events.
Work Experience
A minimum of four years of experience with a secondary education, or one year of experience with a completed Bachelor's/Engineering degree, is required. Experience should include using GIS tools, managing geospatial databases, interpreting cartography, editing geographic information, and validating data in geoprocessing environments.
Skills
Proficiency in GIS software (ArcGIS Pro) and CAD software (AutoCAD). Experience with database management. Competence in Microsoft Office Suite (Word, Excel, PowerPoint, Teams), Zoom, and other relevant software. Ability to read, interpret, and create cadastral plans and maps. Experience with satellite imagery and orthophoto analysis is desirable. Fluency in Spanish is required.
