Job Purpose
The GIS Technical Assistant will be responsible for managing, organizing, and ensuring the quality of geospatial information generated by the land titling and cadastral project in the Indio River basin. This involves analyzing, processing, and structuring spatial data, integrating it with tabular information, and maintaining the project's geodatabase. The role supports the project's objective of regularizing land tenure, strengthening legal certainty, and promoting sustainable land management. The assistant will contribute to the accurate mapping and documentation of land parcels, ensuring compliance with national standards and supporting the overall goals of the UNDP's sustainable development initiatives in Panama.
Responsibilities
The GIS Technical Assistant is primarily responsible for managing and ensuring the quality of geospatial data for the land titling project. Key duties include maintaining and updating the project's geodatabase, performing spatial data analysis and processing, and integrating spatial data with tabular information according to ANATI standards. The role involves digitizing geographic features, verifying topology, converting CAD to GIS formats, and conducting quality control on field data. Responsibilities also extend to assigning attributes and cadastral codes, generating cartographic products, and supporting land tenure studies by validating existing cadastral information. The assistant will also prepare technical reports, manage database backups, and deliver validated information to ANATI, while supporting operational activities and public outreach events related to land titling.
Work Experience
A minimum of five (5) years of experience with a secondary education, or two (2) years of experience with a completed Licenciatura, is required. Experience should focus on Geographic Information Systems (GIS) tools, including managing geospatial databases for cadastral processes, interpreting thematic and cadastral maps, editing and updating geographic information, and data validation/quality control in geoprocessing environments.
Skills
Proficiency in GIS software (ArcGIS Pro), database management, and Microsoft Office Suite (Word, Excel, PowerPoint, Teams). Experience with CAD software (AutoCAD), satellite image analysis, and land titling processes in Panama are desirable.
