The Office of Human Resources (BMS/OHR) serves as the central HR hub, driving strategy, policy, and talent management to enable integrated development solutions and transform UNDP's culture through the People for 2030 strategy.
Job Purpose
This role provides expert support in formulating, applying, and interpreting UN Staff Regulations, Staff Rules, and UNDP HR policies. The HR Specialist focuses on transactional and advisory services related to benefits, entitlements, and personnel support. Key responsibilities include conducting risk-based HR policy analysis, advising on waivers and exceptions, and liaising with various units and external entities to ensure consistent and effective HR practices across the organization. The position aims to support the People for 2030 strategy by enhancing HR service delivery and promoting sound people management practices.
Responsibilities
Develop and formulate consistent UNDP HR policies and frameworks for individual personnel support, covering benefits, entitlements, duty of care, well-being, contract management, performance, transactional services, and recruitment. Contribute to the Programme and Operations Policies and Procedures (POPP) and prepare policy submissions. Revise policies to align with UN system changes and support organizational optimization and relocation exercises. Conduct risk analysis and provide policy advice to promote organizational goals, including preparing opinions on complex HR issues and advising managers on conflict resolution and internal justice processes. Strengthen communication on people management practices by advising service providers and clients, analyzing policy implications, and representing UNDP in UN Common System HR collaborations.
Work Experience
A minimum of seven years of relevant professional experience in human resources management or a related field is required with a Master's degree, or nine years with a Bachelor's degree. Experience within an international organization or substantial international HR experience is necessary. Experience with computer software and web-based management systems is an asset.
