The United Nations Development Programme (UNDP) in Armenia is implementing the "Strengthening the National Framework for Climate Transparency in Armenia – CBIT 2" project, funded by GEF. Job Purpose
The Project Analyst will ensure the effective, timely, and compliant implementation of the CBIT 2 project in Armenia, adhering to UNDP and GEF standards. This role involves managing project activities, finances, and risks, and fostering productive engagement with national and international partners. The Analyst will contribute to strengthening Armenia's institutional and technical capacity for climate transparency, supporting UNFCCC reporting, and promoting gender-sensitive practices. The position is crucial for operationalizing the MRV system, enhancing legal frameworks, and building long-term capacity for climate transparency initiatives within the country, aligning with national priorities and the 2030 Agenda.
Responsibilities
The Project Analyst is responsible for comprehensive project management, including planning, implementation, and reporting, ensuring alignment with UNDP and GEF requirements. This involves managing project risks, preparing work plan revisions, and providing regular progress reports. Financial management includes monitoring budget delivery, validating expenditures, and overseeing project assets. The role entails mobilizing and overseeing technical expertise by managing contractors, drafting Terms of Reference, and ensuring the quality of technical deliverables. Stakeholder coordination involves supporting engagement, integrating gender and social inclusion, liaising with government bodies and other institutions, and building strategic partnerships. Monitoring and evaluation duties include tracking project progress against indicators, preparing reports, and supporting evaluations. Communication and knowledge management involve developing dissemination materials and promoting knowledge sharing.
Work Experience
A minimum of 2 years of relevant experience (with a Master's degree) or 4 years (with a Bachelor's degree) is required in project design, monitoring, and evaluation at the national or international level. Experience in managing projects, including financial aspects and staff supervision, is necessary. Proficiency in computer use, office software, and web-based management systems is also required.
