Organizational Context
The United Nations Development Programme (UNDP) Peace and Stabilization Programme Team is implementing the EU-funded Project EU4Normalisation in the Philippines. This project builds on lessons learned from a previous initiative and aims to enhance local capacities for the transition and transformation of six acknowledged MILF camps. The Project Finance Analyst will support the Project Manager and the Programme Team in executing project activities.
Job Purpose
The Project Finance Analyst will provide comprehensive financial management support for the EU-funded Project EU4Normalisation, implemented by UNDP in the Philippines. This role is crucial for ensuring the high quality, accuracy, and consistency of all financial activities and transactions. The analyst will manage financial operations, support budget management, ensure compliance with donor and UNDP regulations, and contribute to the overall successful implementation of the project's objectives, which include empowering stakeholders, transforming camps, and enhancing local conditions through social services and livelihood support. The position requires close collaboration with various stakeholders and reporting directly to the Project Manager.
Responsibilities
The Project Finance Analyst is responsible for ensuring the effective implementation of financial management strategies and adapting processes to achieve project goals. This includes maintaining full compliance with UNDP rules, regulations, policies, and financial systems, and implementing robust internal controls. Key duties involve continuous financial situation review, supporting forecast preparation, and managing disbursement requests. The role includes supporting funding requests, grant negotiations, and reviewing expenditure certificates. The analyst will also facilitate annual audits, monitor financial exceptions, and ensure all transactions and reports comply with EU and UNDP requirements. Responsibilities extend to quality assurance of financial reports, leading their preparation and consolidation, processing timely disbursements, and coordinating financial data gathering with relevant units and partners. The analyst will manage project budgets, prepare financial reports, monitor budget approvals, and ensure timely transfer of donor contributions. Additionally, they will oversee project accounts, manage cash receipts, maintain financial records, and contribute to capacity building of implementing partners on financial matters.
Work Experience
Applicants with a Master's degree or equivalent are not required to have professional work experience. Those with a Bachelor's degree need a minimum of two years of relevant professional experience. Experience in financial, administrative, and operations management services is desired, as is familiarity with UN/UNDP financial rules and procedures, and ERP systems like Oracle Cloud (Quantum).

Project Management, Financial Planning and Budgeting, Financial Communication and Impact, Digital and Innovation (data extraction, analysis, visualization), Contract Management, proficiency in MS Office Suite (Word, Excel), advanced spreadsheet and database skills. Fluency in English and Filipino is required.
