Organizational Context
The United Nations Development Programme (UNDP) in Brazil is partnering with the Brazilian Intelligence Agency (ABIN) and the Brazilian Cooperation Agency (ABC/MRE) on Project BRA/24/010. This initiative focuses on strengthening Brazilian State Intelligence through innovative solutions, process improvements, and new methodologies. A key outcome is the digital transformation of the Brazilian Intelligence System (Sisbin), enhancing its integration and ABIN's central role, aligning with UN's Sustainable Development Goal 16.
Job Purpose
The Requirements Associate will play a crucial role in the digital transformation of Brazil's State Intelligence System (Sisbin) by supporting the development of a new digital platform. This role involves identifying, documenting, analyzing, and validating business needs, translating them into technical specifications for the platform. Working closely with ABIN and UNDP focal points, and supporting the Federal University of Ceará (UFC) and ABIN's Project Owner, the associate will facilitate requirement gathering through meetings and workshops. The ultimate goal is to contribute to a more integrated, efficient, and standardized intelligence production and information exchange system, aligning with national security objectives and the UN's 2030 Agenda.
Responsibilities
The Requirements Associate is responsible for identifying, documenting, analyzing, and validating business needs for the Sisbin platform, translating them into functional and non-functional specifications. This includes conducting interviews and workshops with stakeholders, mapping current processes, and identifying areas for digitalization. The role involves producing technical documents such as BRDs, SRS, user stories, and process diagrams, as well as creating prototypes for validation. The associate will also support the development team by clarifying requirements, participating in acceptance testing, and managing changes. Additionally, the role requires ensuring legal and regulatory compliance, facilitating inter-institutional meetings, and supporting knowledge sharing and capacity development activities related to the project.
Work Experience
The role requires professional experience in requirements elicitation techniques (interviews, workshops), writing technical specifications, and defining acceptance criteria. Experience with project management methodologies (Kanban, Waterfall), system modeling (BPMN, UML), and cloud computing solutions is expected. Desired experience includes using project management tools, Git, ALM solutions, databases, integrations, APIs, software testing, and developing solutions for the Executive Branch.
Skills
Key skills include requirements elicitation, technical writing, system modeling (BPMN, UML), project management methodologies, cloud computing, and strong communication abilities. Proficiency in Portuguese is required, and English fluency is desirable.
