Job Purpose
This role supports the Adjudication and Case Processing Unit within a UNDP project in Panama focused on land titling and sustainable development in the Indio River basin. The Assistant will provide crucial legal and administrative support to technical teams, ensuring the smooth processing of land titling applications. A key aspect of the role involves advising on legal procedures, managing documentation, and facilitating the resolution of disputes among beneficiaries. The position contributes to strengthening land tenure security, promoting sustainable land use, and enhancing the livelihoods of local communities, particularly women, by ensuring effective and equitable land administration processes within the project's scope.
Responsibilities
The Adjudication and Case Processing Assistant will apply cadastral regulations and manage documentation, examining legal information to determine land adjudicability. They will provide guidance on using regularization and mass titling forms. The role involves analyzing legal aspects of case files, identifying and resolving conflicts or grievances, and organizing documentation for submission to competent authorities. The Assistant will track the progress of submitted cases, prepare reports on legal situations, and support field teams with registry and cadastral background reviews. Additionally, they will assist in liaising with public institutions, supporting knowledge management, and orienting beneficiaries on titling procedures. The role requires flexibility for field activities and potential extended work hours.
Work Experience
Required experience includes at least five years with a secondary education, or two years with a technical or university degree, in handling legal, administrative, or judicial procedures, especially with the Public Registry, Notaries, and ANATI. Desired experience includes land titling processes, interpreting survey plans, managing cadastral documentation, and submitting applications to the Public Registry.
Skills
Proficiency in Microsoft 365 (Word, Excel, PowerPoint, Teams, OneDrive, SharePoint, Zoom). Experience in structured report writing, document and case file management, and public interaction with a focus on clear guidance and confidentiality. Desired skills include land titling procedures, plan interpretation, and registry submissions. Fluency in Spanish is required.
