Job Purpose
The Health Programme Specialist will support the effective execution of health projects in Angola, focusing on streamlining the quantification and justification of needs. This role involves close collaboration with the Ministry of Health (MoH) and other health sector support projects to ensure project activities align with national priorities and donor agreements. The specialist will contribute to the timely and quality elaboration of project documents, manage risks, and facilitate stakeholder engagement to achieve project objectives and strengthen national health systems. The position aims to ensure the successful implementation of health initiatives, contributing to improved health outcomes and resilience in Angola.
Responsibilities
Provide effective support and advice for project coordination, ensuring compliance with UNDP rules and EIB loan agreements. Facilitate Project Steering Committee meetings, accurately record minutes, and advise on timely document submissions to EIB. Identify and mitigate project risks. Build and maintain strong partnerships with the Ministry of Health, EIB, EU Delegation, WHO, Global Fund, and World Bank to ensure project alignment and complementarity. Provide technical coordination assistance, ensuring project integration into national health strategies. Liaise with MoH technical experts to develop project implementation documents, including procurement specifications and campaign plans. Offer policy and technical advice to the MoH and other stakeholders, supporting project adjustments as needed. Coordinate studies and reviews, and participate in relevant technical committees. Support the removal of barriers to accessing health services. Document and share lessons learned, represent UNDP in technical meetings, and contribute to information sharing.
Work Experience
A minimum of 7 years of relevant work experience (with a Master's degree) or 9 years (with a Bachelor's degree) of progressively responsible experience at the national or international level is required. This experience should be in health products quantification, budgets, and public health programmes. Experience with office software, web-based management systems, partnership management, providing technical advice in Public Health, and Programme/Project coordination is essential.
