The United Nations Development Programme (UNDP) in Moldova, supported by the European Union, is implementing a project to promote rural agriculture development and quality employment. This initiative focuses on strengthening institutional capacities and modernizing digital public services, particularly for vulnerable rural populations. The project aims to improve access, transparency, and effectiveness of public support measures, contributing to Moldova's reform agenda on modernization, social inclusion, and sustainable rural development.
Job Purpose
The Enterprise Data Architecture Analyst will define, govern, and document the enterprise and data architecture for the Integrated Agricultural Information System (IACS) platform, which supports the Digital National Farmers Registry (dNFR) and related components. This role is crucial for establishing a canonical data model, integration strategy, and architectural standards to guide IACS subsystem development. The analyst will map and interconnect sectoral registries under the Ministry of Agriculture and Food Industry (MAFI), ensuring unified data structures, eliminating redundancies, and enabling full interoperability across the IACS ecosystem. This work directly supports Moldova's EU accession process by advancing agricultural modernization and digital governance, enhancing the efficiency and transparency of public services for farmers and vulnerable rural populations.
Responsibilities
Define and govern the IACS enterprise and data architecture, including developing the Enterprise Architecture Document (EAD) using standard frameworks, mapping capabilities, and establishing architectural principles. Design the Canonical Data Model (CDM) for the IACS ecosystem, defining core entities, attributes, relationships, and integrity rules, alongside a data governance framework. Elaborate the integration strategy between IACS components, defining patterns, protocols, and data contracts, and design data synchronization mechanisms. Develop the API architecture for IACS and define integration specifications with external systems and national digital infrastructure, producing an integration matrix. Design the IACS security architecture, ensuring compliance with national requirements. Analyze and propose a unified canonical model for all MAFI sectoral registries, designing their interconnection architecture with the IACS ecosystem. Establish and maintain architectural decision records, produce coding standards, and provide knowledge transfer to technical counterparts. Review and validate contractor deliverables, analyze architectural risks, and facilitate cross-team communication.
Work Experience
A minimum of two years of progressive experience in enterprise architecture, data architecture, or systems design is required for candidates with a Master's degree (or four years with a Bachelor's). This experience should include designing complex, multi-component information systems, defining canonical data models, and establishing integration strategies. Experience with public sector digital transformation projects, agricultural data systems, or IACS/CAP implementation is advantageous.
