Organizational Context
The United Nations Development Programme (UNDP) Philippines, in collaboration with the EU and the Philippine government, is implementing the EU-PH Green Economy Partnership (2023-2028). This initiative focuses on fostering a circular economy, reducing plastic waste, and promoting green practices. The role sits within Specific Objective 2 (SO2), which aims to enhance circular economy practices by Local Government Units (LGUs) in partnership with the private sector and civil society, with a strong emphasis on youth and gender equality.
Job Purpose
The GEDSI Analyst will serve as a key focal point for the EU-PH Green Economy Partnership, ensuring that Gender Equality, Disability, and Social Inclusion (GEDSI) principles are effectively integrated into all project activities and operations. This role is crucial for maximizing the project's impact on vulnerable populations and promoting an inclusive circular economy. The analyst will work closely with project management, LGUs, and various stakeholders to identify, design, and implement critical GEDSI interventions. By mainstreaming GEDSI into policy, financing, advocacy, and capacity-building efforts, the position contributes to accelerating the transition to a greener economy that benefits all Filipinos, aligning with UNDP's mission to improve the lives of the most vulnerable.
Responsibilities
The GEDSI Analyst is responsible for mainstreaming GEDSI into the design, planning, implementation, and reporting of the EU-PH Green Economy Partnership. This includes leading the implementation and updating of the GEDSI Action Plan, providing technical oversight for integrating GEDSI across project and LGU levels, and ensuring the application of UNDP gender mainstreaming tools. The role involves updating stakeholder mapping, recommending entry points for enhanced participation of vulnerable groups in circular economy initiatives, and serving as a technical focal point for GEDSI-related community grants. The analyst will monitor trends affecting GEDSI groups, implement capacity development plans, and deliver targeted technical assistance. Additionally, the role entails facilitating knowledge management on GEDSI, developing knowledge products, supporting policy advocacy, building partnerships with diverse stakeholders, and ensuring compliance with UNDP standards and reporting requirements, including those for the Gender Equality Seal.
Work Experience
A minimum of two years of relevant experience is required for Master's degree holders, or four years for Bachelor's degree holders. This experience should be at the national or international level in providing advisory/technical support and managing/implementing initiatives in gender mainstreaming, social inclusion, or social development. Experience working with international organizations, government, private sector, research institutions, or civil society organizations is also required.
Skills
Demonstrated experience in devising, implementing, monitoring, and reporting on GEDSI mainstreaming strategies. Proven ability to conduct analyses and propose inclusive measures, providing technical assistance to community groups. Experience with UN, UNDP, or EU policies and reporting is advantageous. Proficiency in English and Filipino is required. Core competencies include achieving results, innovative thinking, continuous learning, adaptability, determination, engagement, and enabling diversity and inclusion.
