Job Purpose
This Technical Officer role is crucial for supporting UNDP Syria's immediate interventions in basic services delivery and infrastructure rehabilitation. The purpose is to lead, manage, and coordinate project activities, ensuring effective planning, implementation, and monitoring of projects such as school, health facility, and water network rehabilitation, as well as debris removal. The role contributes to bridging immediate recovery needs with long-term development goals by strengthening local governance, improving access to essential services, and building community resilience in a challenging operational context. The incumbent will ensure project outcomes are achieved efficiently and effectively, aligning with UNDP's mandate and the Syria Country Programme Document.
Responsibilities
Lead and manage the planning, implementation, and monitoring of Basic Services & Infrastructure Rehabilitation projects, including schools, health facilities, water networks, and debris removal. Collect and analyze technical data to identify priorities and develop project documents, concept notes, BoQs, and technical specifications. Oversee project finance, accounting, and administrative tasks, ensuring value for money and transparency in procurement. Manage project risks at the local level and maintain comprehensive project documentation. Foster strategic partnerships with local authorities, NGOs, and community groups, providing technical support to implementing partners. Facilitate knowledge building and management through technical advice, capacity-building activities, and promoting knowledge sharing among teams. Coordinate with other technical officers for integrated planning and implementation, and support resource mobilization efforts.
Work Experience
A Master's degree holder in a relevant field requires no specific professional work experience. A Bachelor's degree holder needs a minimum of two years of relevant professional experience in civil engineering, architectural engineering, or a related field at the national or international level. Experience in project management, implementation, and monitoring is desirable.

Project management and implementation, technical data analysis, BoQ and technical specification development, financial oversight, procurement, risk management, partnership building, technical support, knowledge management, capacity building, communication, system thinking, monitoring and evaluation, budget management, event management. Proficiency in MS Office and web-based management systems is required. Experience with UN/INGOs is an asset.
