Job Purpose
The Project Finance Officer will provide strategic leadership and oversight for the financial management of UNDP India's Health Systems Strengthening (HSS) projects, including HSS III, eVIN State Support, and Co-WIN. This senior role involves managing a portfolio exceeding USD 30 million annually, ensuring robust financial planning, donor compliance, and fiduciary integrity. The officer will lead the project finance team, enforce internal controls, drive process improvements, and provide critical financial analysis to support effective resource allocation and project success. The position is crucial for maintaining partner confidence and advancing the principle of 'Leaving No One Behind' by ensuring the long-term financial sustainability of UNDP's health initiatives in India.
Responsibilities
Lead financial strategy implementation for HSS projects, ensuring compliance with UNDP rules and donor agreements. Oversee financial systems, internal controls, and cost management strategies. Implement forecasting and tracking mechanisms for real-time financial visibility. Conduct continuous analysis of financial situations and potential risks, providing forecasts and monitoring exception reports. Manage multi-donor budgets, ensuring accurate processing and alignment with work plans. Oversee the preparation and submission of financial reports (SoEs, UCs) and donor reports. Monitor expenditure against budgets, providing high-level analysis for resource allocation. Strengthen and streamline financial processes, ensuring timely transactions and audit readiness. Ensure compliance with UNDP POPP and government financing frameworks. Manage complex fund flows for efficient resource utilization. Provide direction, mentoring, and performance management to the finance team, and build financial capacity at regional and state levels.
Work Experience
A minimum of 2 years of relevant experience with a Master's degree, or 4 years with a Bachelor's degree, is required. This includes experience in financial management advisory, personnel management, and operational systems. Experience with international organizations' financial regulations, ERP systems, donor reporting, and financial analysis is essential. Prior UNDP or UN system experience is highly desirable.
