This role is within the Strategy, Management, and Operations department, reporting to the Deputy Resident Representative.
Job Purpose
The Infrastructure Specialist is responsible for implementing all infrastructure and civil works activities for UNDP Guatemala's projects. This technical expert in engineering and management will coordinate closely with Programme Officers and counterparts to ensure the successful execution of infrastructure components. The role involves close collaboration with UNDP staff, beneficiary entities, and technical experts throughout the tendering, contracting, and project execution phases, aiming for successful awards and minimizing risks for UNDP.
Responsibilities
Provide strategic technical advice on infrastructure design, formulation, and implementation. Review feasibility studies, designs, budgets, and technical specifications, validating technical viability, sustainability, and climate resilience. Lead and coordinate the infrastructure technical unit, establishing standards and supervising external specialists. Manage technical aspects of tendering and contracting, including developing and reviewing technical specifications, BOQs, and risk assessments, ensuring compliance with national and international standards. Oversee civil works execution, ensuring quality, cost, and timeline adherence through site visits and technical reports. Guarantee compliance with quality, safety, environmental, and social safeguards. Integrate sustainability and climate resilience approaches. Coordinate with internal teams, government officials, and counterparts, facilitating knowledge transfer.
Work Experience
A minimum of five years of progressive experience in infrastructure project management, including design, tendering, and supervision of civil works, is required. Experience with international organizations or UN agencies is desirable.
