Job Purpose
The Technical Specialist for Governance, Social Inclusion, and Gender at UNDP Egypt is responsible for the strategic formulation and management of a significant project portfolio. This involves analyzing socio-economic trends to conceptualize and design innovative, technology-leveraged projects that foster sustainable development. A key objective is ensuring all digital initiatives promote inclusive growth and effectively reach marginalized populations throughout Egypt. The role requires providing technical guidance to project personnel, overseeing timely delivery of results, and coordinating project teams to adhere to UNDP's results-based management tools and quality standards. Furthermore, the specialist will mentor staff and facilitate knowledge exchange to cultivate a collaborative environment for addressing complex development challenges, aligning all efforts with the UNDP Egypt Country Programme Document and the broader UNDP Strategic Plan.
Responsibilities
The Technical Specialist will provide high-quality technical advisory services and cutting-edge policy advice in governance, social inclusion, and gender, facilitating policy dialogues and promoting UNDP's thought leadership. This includes analyzing the political, social, and economic situation in Egypt, contributing to the setting of technical standards based on global best practices, and preparing/revising project documents and Annual Work Plans (AWPs). The role involves strategic planning and technical advice for portfolio development, ensuring alignment with UNDP's quality assurance and Results-Based Management (RBM) standards. The specialist will coordinate programme implementation, ensuring effective delivery within time and cost constraints, and manage administrative activities. They will provide technical support for project activities, supervise project teams and consultants, and ensure timely and quality technical guidance. Financial resource management, risk analysis, and reporting on project progress, outputs, and outcomes are crucial. Additionally, the specialist will foster strategic partnerships with various stakeholders, support resource mobilization efforts, and contribute to knowledge management and information sharing within the UNDP country office by documenting lessons learned and best practices.
Work Experience
A minimum of 5 years of progressively responsible relevant experience (with a Master's degree) or 7 years (with a Bachelor's degree) is required at the national or international level. This experience should encompass providing technical advice, conducting research, formulating policies, and developing/managing complex projects in governance, social inclusion, and gender. Experience in fostering networks and partnerships, coordinating with UN agencies and international organizations, and utilizing office software packages is also necessary.
