Job Purpose
The Partnership Development Specialist (PDS) role is crucial for accelerating the achievement of the Sustainable Development Goals (SDGs) at the sub-national level in China. Reporting to the Deputy Resident Representative, the PDS will focus on developing strategic partnerships and enhancing domestic resource mobilization efforts. This involves engaging with local governments, the private sector, and philanthropic foundations to secure funding and support for UNDP's initiatives. The specialist will contribute to the UNDP China Management Team by providing insights on development opportunities and innovative models, ensuring effective programme implementation and alignment with UNDP's strategic goals through collaboration across teams.
Responsibilities
The Partnership Development Specialist will be responsible for formulating strategies for resource mobilization and partnership building through external and internal analysis, identifying opportunities, and assessing partner needs. Key duties include developing and implementing medium-term partnership and resource mobilization strategies, along with annual action plans, to advance SDGs in China. The role involves advocating for UNDP's development services, negotiating and revising financing agreements, and leading the development of pipeline projects by contributing to funding proposals and concept notes. Additionally, the specialist will ensure project alignment with UNDP regulations and due diligence processes, monitor financing agreements, and facilitate knowledge building and sharing on resource mobilization and partnership development.
Work Experience
A minimum of 5 years of relevant experience (with a Master's degree) or 7 years (with a Bachelor's degree) is required, including management advisory services and hands-on experience in designing, monitoring, and evaluating development portfolios and projects. At least 5 years of experience engaging with ministries, local governments, or the private sector in China to implement development initiatives is desired. Experience with computer software packages and ERP systems is required. Resource mobilization and pipeline project development experience are assets.
