Organizational Context
The United Nations Development Programme (UNDP) in Nigeria supports federal and state governments in advancing inclusive growth, climate resilience, clean energy, democratic governance, digital transformation, and sustainable financing. The Integrated Smart States Programme (ISSP) operationalizes a portfolio-based approach, shifting towards integrated, investment-oriented development portfolios. This role strengthens the ISSP delivery architecture to ensure high-quality, coherent, and scalable program delivery across regions and states.
Job Purpose
The ISSP Portfolio Analyst plays a crucial role in managing and coordinating UNDP's Integrated Smart States Programme (ISSP) portfolios across assigned states and regions in Nigeria. This position is vital for ensuring portfolio coherence, high-quality delivery, and evidence-based decision-making. The analyst will work closely with state governments, development partners, and UNDP technical teams to align portfolios with state development plans and national priorities. Key contributions include supporting resource mobilization, strengthening partnerships, preparing investment pipelines, and ensuring effective results-based management and adaptive implementation to drive long-term transformation and sustainable development outcomes.
Responsibilities
The ISSP Portfolio Analyst provides advanced analytical, programme management, and coordination support for ISSP portfolios. Responsibilities include strengthening alignment between portfolios, state development plans, and UNDP priorities; supporting resource mobilization and partnership development; and ensuring quality delivery through results-based management and adaptive implementation. Key duties involve leading analytical support for portfolio design and integration, conducting socio-economic and sectoral analysis, providing technical inputs for program documents and financing strategies, and coordinating with state governments and local authorities. The role also entails supporting integrated program implementation, managing operational risks, facilitating cross-state learning, leading portfolio-level monitoring and reporting, and developing knowledge products. Additionally, the analyst will contribute to strategic communications, stakeholder mapping, and the preparation of bankable projects for investment.
Work Experience
A minimum of 2 years of progressive experience (with a Master's degree) or 4 years (with a Bachelor's degree) is required at the national or international level in programme management, development coordination, portfolio analysis, or public sector reform. Experience in engaging with state governments and sub-national institutions, supporting multi-sector programs, and resource mobilization is essential. Familiarity with Nigeria's development context is advantageous.
