Organizational Context
The United Nations Development Programme (UNDP) Philippines, supported by the Australian Government, implements the Strengthening Institutions and Empowering Localities Against Disasters and Climate Change (SHIELD) Program. This multi-year initiative targets vulnerable provinces, Metro Manila, and BARMM to enhance resilience against natural hazards and climate change. A dedicated SHIELD Support Unit (SSU) manages daily operations and collaborates with national and sub-national partners.
Job Purpose
The Provincial Associate provides crucial technical and administrative support for the SHIELD Program's activities within provincial governments. This role contributes to the design, planning, implementation, management, and monitoring of resilience-building initiatives. The associate will support subnational government counterparts and stakeholders, ensuring effective coordination and delivery of program outcomes. Key functions include facilitating field activities, supporting gender equality and community participation, and enhancing knowledge sharing at the local level to build safer and more resilient communities against climate change and disaster impacts.
Responsibilities
The Provincial Associate is responsible for supporting the implementation and results-based monitoring of SHIELD's provincial field activities, ensuring alignment with Annual Work Plans and proposing improvements. This includes assisting local governments in understanding and implementing program objectives, and developing tracking systems for progress monitoring. The role involves providing program support to subnational government counterparts and stakeholders, fostering strong working relationships, and organizing meetings and capacity-building activities. Administrative support includes coordinating logistics for events and assisting with financial document compilation. Additionally, the associate will support the mainstreaming of gender equality, disability, and social inclusion (GEDSI) principles, facilitate community participation, and contribute to knowledge sharing by documenting best practices and supporting communication efforts.
Work Experience
Requires a minimum of six years of experience with a Secondary Education, or three years with a Bachelor's degree, in managing or implementing development projects. Experience in program/project coordination, monitoring and evaluation, planning, budgeting, and capacity building is essential. Practical experience with local government authorities and/or communities is preferred. Familiarity with resilient development, climate change, or disaster risk reduction is advantageous.
