The Bangkok Regional Hub's Governance team strengthens governance systems in the Asia-Pacific region, focusing on rule of law, human rights, transparency, and accountability. This role supports the regional 'Building Opportunities for Leadership in Development' (BOLD) initiative.
Job Purpose
The Effective Governance Specialist supports the implementation of the BOLD initiative within the UNDP Bangkok Regional Hub. This role is crucial for strengthening national development strategies and delivery capabilities by leading governance analytics and diagnostics, providing strategic policy recommendations, and fostering integrity and innovation in public governance. The specialist will enhance the implementation capacity of public institutions, expand collaborative partnerships, and contribute to the overall mission of promoting effective governance and achieving Sustainable Development Goal 16 across the Asia-Pacific region.
Responsibilities
The Effective Governance Specialist will conduct political economy analysis and governance diagnostics to inform national development strategies and government processes. Responsibilities include preparing technical papers, policy briefs, and contributing to regional knowledge products on future-ready governance. The role involves providing technical input to policy dialogues, supporting country offices with analytical work, and preparing materials for government engagements. Additionally, the specialist will advise on and support the planning, monitoring, and delivery of BOLD activities, coordinate with various stakeholders to ensure analytic quality, and support knowledge management by documenting methodologies and lessons learned. This includes developing and updating governance datasets and analytical tools.
Work Experience
A minimum of 7 years of relevant professional experience in applied governance policy reforms, political economy analysis, or development policy is required (with a Master's degree). A Bachelor's degree requires a minimum of 9 years of experience. At least 2 years of experience in conducting or supporting governance diagnostics, public sector assessments, and capability effectiveness is also necessary.
Skills
Key skills include systems thinking, strategic thinking, knowledge facilitation, and working with evidence and data. Proficiency in quantitative analysis, foresight, scenario methods, and digital tools is essential. Experience in public administration reform and digitalization of governance is also noted. Fluency in English is required.
